Grants Management
The Nevada Office of Emergency Management manages the process of securing federal grants from the U. S. Department of Homeland Security.
As the State Administrative Agency (SAA) for distributing these funds, we provide financial support for equipment, planning, training, exercises, and management and administrative efforts across Nevada.
Preparedness grants focus on building and sustaining capabilities across state, local, tribal, and territorial jurisdictions.
Homeland Security Grant Program
The Homeland Security Grant offers risk-based funding to support state, local, tribal, and territorial efforts in addressing terrorism and other threats. It equips grantees with resources to implement the National Preparedness System and advance the National Preparedness Goal of building a secure and resilient nation.
State Homeland Security Program (SHSP) - This program funds the development and implementation of risk-based, capabilities-focused State Homeland Security Strategies aimed at achieving specific capability targets.
Urban Area Security Initiative (UASI) - This program allocates funds to strengthen regional readiness and capabilities in specified areas identified as high-threat and densely populated.
Nonprofit Security Grant Program
The Nonprofit Security Grant Program (NSGP) offers funding to nonprofit organizations at high risk of terrorist attacks, supporting target hardening and physical security improvements. It aims to align nonprofit preparedness efforts with state and local initiatives while fostering collaboration between public and private community representatives and government agencies in emergency preparedness.

Emergency Management Performance Grant (EMPG)
The Emergency Management Performance Grant (EMPG) equips state, local, tribal, and territorial emergency management agencies with resources to implement the National Preparedness System, advancing the National Preparedness Goal of a secure and resilient nation. Its funding supports the development and maintenance of core capabilities across the mission areas of prevention, protection, mitigation, response, and recovery.

Emergency Preparedness Working Group (EPWG), Waste Isolation Pilot Plant (WIPP) & Agreement in Principle (AIP)
Emergency Preparedness Working Group (EPWG), Waste Isolation Pilot Plant (WIPP) and the Agreement in Principle (AIP) - This funding enhances readiness to Nevada communities to respond to Hazardous Materials (HAZMAT) incidents involving radiological materials.
State and Local Cybersecurity Grant Program (SLCGP)
The State and Local Cybersecurity Grant Program provides funding to eligible entities to address cybersecurity risks and threats to information systems owned or operated by, or on behalf of, state, local, or tribal governments.

Hazard Mitigation Program
The Hazard Mitigation Program develops plans and manages grants that reduce or eliminate long-term risks to people and property. It is responsible for developing the Enhanced Statewide Mitigation Plan, which identifies and ranks hazards and develops mitigation strategies for each hazard.
Recovery Program
The Recovery Program focuses on helping communities impacted by disasters by coordinating project applications, reviewing proposals, and overseeing grant distribution in compliance with FEMA guidelines. The Grants team plays a crucial role in managing these diverse grants, from the Public Assistance Program (PA)—which handles pre-award through closeout processes, conducts damage assessments, and completes site visits—to the Hazard Mitigation Grant Program (HMGP), responsible for post-award processes, technical assistance, reimbursements, and federal reporting. Through these efforts, the program ensures communities are well-prepared and resilient against future disasters.
State Public Assistance Program
The State Public Assistance Program provides supplemental Federal disaster grant assistance for the repair, replacement, or restoration of disaster-damaged, publicly owned facilities and the facilities of certain Private Non-Profit (PNP) organizations.
