Who Can Apply?
- Only applicants (state/territory/tribal agencies) submit directly to FEMA. Local governments submit as subapplicants through their state agency on FEMA GO.
- Federally recognized tribal governments (with qualifying disaster declaration or in qualifying state)
- Local governments apply as sub applicants through the Nevada Office of Emergency Management. Must be NFIP-participating with a FEMA-approved Local Hazard Mitigation Plan.

What You’ll Need When You Apply
Active SAM registration required. Allow 4 weeks. Have UEI and EIN ready.
All applications are submitted through FEMA Grants Outcomes (FEMA GO) at go.fema.gov.
Subapplicants must go through their State Hazard Mitigation Officer. Contact your SHMO early to confirm subapplication deadlines.
Hazard mitigation projects require a Benefit-Cost Analysis using FEMA's BCA Toolkit. Projects need a conceptual design and line-item budget.
All subapplications must include Environmental & Historic Preservation data. See Region 9 EHP Guide for requirements.
