FY24/25 Priority Shift: This cycle prioritizes construction-ready infrastructure projects. Hazard Mitigation Plans, general project scoping, and other planning activities are NOT eligible. Projects must have at minimum a conceptual design to qualify.

Who Can Apply?
- Only applicants (state/territory/tribal agencies) submit directly to FEMA. Local governments submit as subapplicants through their state agency on FEMA GO.
- State and territory governments (with a major disaster declaration in the past 7 years)
- Federally recognized tribal governments (with qualifying disaster declaration or in qualifying state)
- Local governments (submit as subapplicants through their state)
- Small impoverished communities (<3,000 people; avg per capita income ≤80% national average) — eligible for 90% federal share
- Projects without conceptual design are not eligible (phased projects ineligible)
Eligible Project Types
Flood risk reduction, seismic retrofits, wildfire mitigation, wind resistance, drainage improvements, structure stabilization, and other cost-effective hazard mitigation projects. Must be construction-ready with conceptual design.
Adoption and enforcement of International Building Code/International Residential Code 2021 or 2024 editions, code evaluation, professional workforce training. Eligible under State/Territory Allocation and Building Code Plus-Up tracks.
Only activities directly tied to infrastructure are eligible (e.g., project scoping for a specific infrastructure project, building code enforcement capacity). General planning is NOT eligible.
Recipients: up to 10% of total award. Subrecipients: up to 5% of their subaward. Federal share is 100% for management costs.
Steps to Apply

All applications are submitted through FEMA Grants Outcomes (FEMA GO) at go.fema.gov. - Submit Pre-Application and Coordinate with Your State SHMO
Subapplicants must go through their State Hazard Mitigation Officer. Contact your SHMO early to confirm subapplication deadlines. - Prepare BCA & Scope of Work
Hazard mitigation projects require a Benefit-Cost Analysis using FEMA's BCA Toolkit. Projects need a conceptual design and line-item budget. - Submit EHP Information
All subapplications must include Environmental & Historic Preservation data. See Region 9 EHP Guide for requirements. - Submit by July 23, 2026
Submit at least 1 week early. FEMA GO provides electronic timestamp proof. Applications after the deadline will NOT be considered.

Frequently Asked Questions
The standard cost share is 75% federal / 25% non-federal. Small impoverished communities (population ≤3,000 with avg per capita income ≤80% of national average) qualify for 90% federal / 10% non-federal. Insular areas (American Samoa, Guam, CNMI, USVI) may have their non-federal share waived under certain conditions. Management costs are reimbursed at 100% federal share.
No. For FY 2024/2025, BRIC does NOT fund Hazard Mitigation Plan development or updates. The program has shifted focus to construction-ready infrastructure projects. Only capability- and capacity-building activities directly tied to a specific infrastructure project or building code adoption are eligible.
For National Competition projects, subapplicants must identify at least one Go/No-Go milestone — a critical project milestone that, if missed, may result in cancellation of the subaward. Progress must be reported quarterly. This requirement does not apply to State/Territory Allocation or Tribal Set-Aside subapplications.
Yes — applicants may submit an unlimited number of subapplications to the National Competition, each up to $20M federal share. However, no single applicant may receive more than 15% of total available funding across all categories. Applicants must rank their subapplications, and FEMA may select out of priority order based on geographic distribution, administration priorities, and other factors.
A dedicated funding track for building code adoption and enforcement activities. States/territories can apply for up to $1M; tribes can access up to $25M total. Activities must enable adoption of IBC or IRC 2021 or 2024 editions. Funds can ONLY be used for building code activities — any unused funds from this category are lost.
Required elements: (1) complete Scope of Work, (2) Benefit-Cost Analysis using FEMA's BCA Toolkit, (3) line-item budget with cost share breakdown, (4) documentation of non-federal cost share availability, (5) Environmental and Historic Preservation (EHP) information, (6) consistency with your state/local Hazard Mitigation Plan, (7) conceptual design for infrastructure projects, and (8) Go/No-Go milestones for National Competition projects.
You must notify FEMA as soon as possible — and no later than July 21, 2026 at 3:00 PM ET. Notification must occur before the deadline and within 48 hours of when you became aware of the issue. FEMA may extend the deadline if good cause is shown, but no new system issues will be addressed after July 21. FEMA strongly recommends submitting at least one week early.
Yes. BRIC funds cannot be used as: matching funds for other federal grants; lobbying activities; prosecuting claims against the federal government. Only eligible infrastructure/construction projects and directly infrastructure-related capability building are eligible. Up to 10% of a subapplication may cover information dissemination activities IF directly tied to an eligible project. Costs must be incurred and services delivered within the budget period.
FEMA scores subapplications on criteria including: construction readiness (points for higher readiness), benefit-cost ratio, hazard severity and community risk, project innovation, prioritization of new applicants and small impoverished communities, and geographic distribution. FEMA will review subapplications up to two times the total value of the National Competition pool (~$1.5B worth of applications).

No. FEMA has not included Direct Technical Assistance in this NOFO.
Existing FY2024 subapplications are in pending-submittal status in FEMAGO. Subapplicants must review the revised NOFO, determine whether revisions are needed or feasible, and update their subapplications accordingly.
They should request withdrawal by emailing mitigation@oem.nv.gov with the subject line “Subapplication Withdrawal Request BRIC FY2024-FY2025.”
Some subapplicants may need to manually transfer their subapplication. NV OEM is awaiting clarification from FEMA and will provide instructions directly to affected subapplicants.
