What happened?

  • Early Sunday, August 24, the State of Nevada identified a ransomware-based cyber incident and immediately activated its cyber response plan, engaging in 24/7 recovery efforts.
  • To contain the threat, teams isolated and took some systems offline while restoring others safely in stages.
  • The incident remains under active state and federal investigation in coordination with CISA and the FBI. To protect internal systems during an ongoing criminal investigation, technical details cannot be shared at this time (NRS 242.105).
  • A forensic review confirms that some data was exfiltrated (moved outside the state network). Investigators are determining scope. If personal information is confirmed, the State will notify affected individuals consistent with Nevada law (see NRS 603A.040 and NRS 603A.220).
  • The incident continues to impact the availability of certain state technology systems. Some websites or phone lines may be slow or temporarily unavailable during recovery.
  • The State remains focused on restoring services safely and securely while validating systems before returning them to normal operation.

How is the State responding?

  • The Office of the Governor and Governor’s Technology Office (GTO) are working continuously with state, local, and federal partners to restore services safely. 
  • The State has identified the critical services for constituents and has prioritized those in the restoration process.
  • GTO is using temporary routing and operational workarounds to maintain public access where feasible and validating systems before returning them to normal operation. Updates will be shared as needed.

What’s working

  • Emergency services: 911 and public safety operations remain available statewide.
  • Payroll & payments: State payroll processed; K-12 and charter payments submitted and on track.
  • Unemployment (NEWI): Online claims and call centers are operating.
  • Health programs: Medicaid and PEBP benefits are being processed; providers continue to be paid.
  • DMV: Limited services via partners; late fees tied to the outage will be waived. (Check dmv.nv.gov for specifics.)

  • Report suspicious contacts: Do not share links or system details with unknown callers. Verify identity on a second channel and report attempts to your agency ISO or security contact.

What this means for you

  • Some sites or phone lines may be slow or intermittently unavailable as systems are rebuilt and validated. If you can’t reach an office, try again later or check this page for alternatives.
  • If we confirm that personal data was involved, you will receive direct guidance on next steps (monitoring, protections, and resources) consistent with NRS 603A.

Stay safe from scams

  • Be cautious of unsolicited calls, texts, or emails asking for personal or payment information.
  • The State will never ask for your passwords, MFA codes, or bank details by phone or email.
  • Verify unexpected requests on a second channel (call a known number, not the one in the message).
  • Report suspicious messages to your email provider, and delete them.

Why some systems are offline

Isolation is intentional during a cyber incident. Temporarily taking systems offline helps contain the threat, protect data, and prevent re-infection. We’re bringing services back in phases, only after they pass security checks.

What’s next

  • Restoration will continue over the long weekend, with priority on public-facing and critical services.
  • Investigators are analyzing the data involved. We’ll share confirmed facts as soon as it’s responsible to do so.

If personal information is confirmed in this incident, what the State will do

We are still analyzing what data, if any, involved personal information. If our investigation confirms that Nevada residents’ “personal information,” as defined by Nevada law, was involved, the State will take these steps:

  1. Notify affected people promptly and lawfully
    • We will notify impacted Nevada residents in the most expedient time possible and without unreasonable delay, while making sure notification does not hinder law-enforcement efforts.
    • “Personal information” and “data collector” are defined in Nevada law. State agencies are covered “data collectors,” and “personal information” includes specific identifier combinations listed in statute.
  2. How we will contact you
    • We may notify you by mail or electronic notice. If direct notice is not feasible, we may use substitute notice (for example, a prominent website posting and/or statewide media), consistent with Nevada law.
  3. What our notice will include
    • What happened and what information was involved, to the extent known at the time.
    • What we are doing to remediate and protect against further harm.
    • What you can do to protect yourself (see “What you can do now,” below).
    • How to reach us for help and questions.
  4. Additional legally required notifications
    • Where required by law, the State will also make other notifications (for example, to consumer reporting agencies for large-scale incidents) and comply with any sector-specific federal rules (e.g., HIPAA breach-notification rules for protected health information at 45 CFR part 164, Subpart D).

What you can do now (best-practice precautions)

These steps are helpful even if you don’t receive a notice and are standard consumer protections after any broad cyber incident:

    • Be alert for scams and phishing. The State will never ask for your password or bank information by phone, text, or email.
    • Use strong, unique passwords and enable multi-factor authentication on important accounts (email, banking, insurance, benefits).
    • Monitor your accounts and credit. Consider placing a free fraud alert or a credit freeze with the credit bureaus.
    • Watch your mail and benefits. If you see benefits, medical claims, or tax activity you don’t recognize, contact the agency or provider immediately.
    • For service access during recovery, visit oem.nv.gov/recovery or dial Nevada 211.

How you’ll know if you are affected

If we confirm your information was involved and we have a way to reach you, you will receive a direct notice from the State with next steps. If we cannot reach some people directly or contact information is incomplete, we will use substitute notice as allowed by Nevada law.

  • About Nevada’s breach-notification law (plain-English summary)
  • Nevada’s law (NRS 603A) applies to “data collectors,” which includes governmental agencies
  • If a breach of security involving personal information occurs, notice to affected residents must be made without unreasonable delay, taking into account law-enforcement needs and measures necessary to determine scope and restore system integrity.
  • The statute also specifies permitted methods of notice (mail, electronic, or substitute notice).
  • Separate federal sector rules may also apply (for example, HIPAA for certain health information).

How does this network issue impact Nevadans?

  • The State closed offices on Monday and Tuesday, but State offices will begin to offer in-person services later this week. Agencies will announce when counters reopen and any alternatives.
  • State websites and phone lines may be intermittently unavailable. If a site or line does not respond, please try again later.
  • Emergency call-taking and essential services remain available statewide. In case of an emergency, call 911. For non-emergency questions, check the relevant agency’s website or reach out via email.

How does this issue impact State of Nevada employees?

  • This incident did not impact State payroll, and all State employees will be paid on time through the normal process.
  • State employees were placed on paid administrative leave on Monday. Many returned to the office on Tuesday. Employees will continue to return as systems come back online.

Does this affect Nevadans’ home internet or mobile phone service?

No. This incident involves state government systems only.

Department of Agriculture

    • Brand and crop inspections, animal disease labs, and measurement standards inspections remain operational using paper systems and hotspots. Entry permits are issued manually and will be back-entered once systems are restored. Pesticide applicator licensing is on hold until then.
    • No disruptions to commerce occurred. Certificates, inspections, food deliveries, and food safety oversight all continued without interruption. The Division of Measurement Standards also maintained inspections and certifications to protect consumers.
    • With 100% of staff present across all offices, doors remained open, testing was conducted, and customer service continued as promised.

  • All staff in Carson City and Las Vegas are in the office.

  • Carson City: No access to office systems at this time (email, copiers/scanners inoperable due to server connectivity).
  • General operations: Attorneys are maintaining claimant communication via blocked personal cell numbers; legal researchers are fielding public inquiries; unclassified staff are checking email remotely; supervisors are onsite assisting with workarounds; internal staff communication continues via text.

  • Agencies and offices are serving the public based on resource and system accessibility. Director’s Office executive staff are available by email while some phone systems experience disruptions.e disruptions.

  • NDOC continues to ensure safe and secure facilities for staff and offenders. The offender telephone system was uninterrupted, and communications continue per protocol.

The state’s health insurance exchange’s website and services at the Nevada Health Link were unaffected by the cyber event. Visit enroll.nevadahealthlink.com to find private health coverage.  For assistance, call 1-800-547-2927 or email CustomerServiceNVHL@exchange.nv.gov.  

PEBP 

  • Member Services: Assistance for members is available via the online PEBP Member Portal at: https://epebp.nevadabenefits.org/  
  • Provider services with vendors are unaffected.

  • No impact: NSHE networks, equipment, and services were not affected. All services remain operational; monitoring continues.

  • Immunization records via WebIZ are available.  
  • Aging and Disability Services Division (ADSD): use the online inquiry form (staff are monitoring submissions) or call 866-303-6323.
  • Nevada Care Connection is a statewide system of resource centers that provide one-on-one resource navigation assistance for older adults, people with disabilities, and caregivers that is available online at Nevada Care Connection.

Tourism & Cultural Affairs

Nevada Transportation Authority

  • Offices in Las Vegas and Reno reopened for walk-in customers on September 2. The agency has resumed services; however, some delays may be expected due to ongoing network disruptions. 
    • Internet and phone services have been restored. Members of the public can reach the agency by telephone or email: 702-486-3303 or nta@nta.nv.gov.
    • Citation hearing dates that have been scheduled during the period of the network outage will be rescheduled without penalty.

Department of Veterans Services
